Unfortunately, this is becoming more and more common.
Some handset providers scan databases for phone numbers that match company names. You will often see this marked as 'Smart'. Google has recently rolled this out in software updates and Samsung has done this for a while.
However, in doing this, they also have a 'report spam button. This allows the person taking the call to mark the number as spam.
There is no uniform way to opt out or be removed from these scam lists as they are maintained and run by a few companies. None are providing much transparency into how they select numbers to be added to these lists. However, Google and Hiya (the main ones) do give individuals the ability to report these.
